This bug is still active. When a blaster hero is rolling on the ground or affected by a force power, the blaster hero can still shoot.
This is a major problem for all the Hero/villain modes because it is very unbalanced this way: for example: I play lando and you force choke me as vader, I then can continuously headshot you and deal some serious damage.
It makes the force abilities less powerfull, while giving a big advantage to blaster heroes.

Before, no attack or defense action could be performed if the hero/villain was being tossed around, frozen/paralyzed, or getting up.
Then July patch came and these actions could be performed in almost every situation, with a few exceptions like the beginning of kylo's freeze or during the damage taking phase of Vader's choke.
With the most recent patch it was changed to only work if the hero/villain is recovering from forced movement or paralysis and is touching the ground
I'm still unsure what has happened to abilities which would already allow units to shoot when under its effects since before the broken July's patch, as I rarely play as Blaster Heroes/Villains, and when I do I usually forget I can shoot during some effects.
As I added before this isn't restricted to shooting, saber heroes can block in the same situations.
TBH, I don't know if this is bad. I like the idea of being already able to shoot or block when your feet is touching the ground and you're recovering from a move, but that makes some combos far harder to perform then when heroes could only shoot or block when standing up already free of any effects or recovery animations
