This bug still occurs after the July update. Attempting to block will consume stamina, but the animation and block function occasionally do not work.

You can see the stamina circle increase, but his lightsaber isn't raised, and Rey does damage to him. After dying and then spawning in it was back to normal.- EA_Ataashi

No problem @EA_Ataashi. I got the bug again, after today's update (29/08). This time it was with Luke - you can see the stamina circle increasing in the video. Once again, it only occurred during the initial spawn. After dying it was back to normal. It's the only time I started as a lightsaber-wielding hero today, so 100% at the moment.
