Your DXDIAG suggests you have (or had) mods installed. That's going to be a problem for you, as mods are not supported and often cause havoc on systems. Sorry to say, a system reset may be in your future.
Before going down that path...
There are multiple issues called out in the diagnostic section at the bottom of the DXDIAG report. Try getting those resolved.
Free up space on your C drive (you're at 2% free space). Memory swapping, etc. may not be working correctly.
While it likely isn't your main issue, I suggest you also install newer drivers for your graphics card.
I don't have any mods installed. This was a clean install. As for the C: drive, I have the game installed on my E: drive so I have no clue why the game is affected by my C: drive. Graphic cards and drivers are from 2021. 1660 Ti, so it's not a drivers issue. The game came.out in 2017. Hell my old far weaker laptop could run it just fine aside from some minor lag in the first level.

I provide an example of how the C drive may be getting in the way. There are others, if you google. For example, SWBF2 stores saves in your Documents folder, which, by default, is on C:. You should free up space regardless to ensure other apps are not impacted.
