Can’t change controller settings in Co-Op without changing both players settings

Summarize your bug Both players in co-op must have the same controller settings; changing one players controller settings changes the other players settings as well.

Steps: How can we find the bug ourselves? Play co-op and try to change the controller settings. It will change them for both players.
What happens when the bug occurs? The settings change for all players.
What do you expect to see? Identical controller settings.
