Maybe you're mixing the Emote Wheel and the VO Wheel. The Heroes both have their emotes in emote and the voice lines options, but now they have these extra voice lines due to the recent community events.
I don't know which are the buttons to use them on the PS4 but they are separate. Try another button in your control that also brings a wheel like the emote wheel, that'll be the VO wheel. Or go to your configurations and check a button labeled something along voice lines or VO Wheel.
Oh yeah i never notices that yeah thanks dude they are separate thanks i was worried my game was bugged thanks dude.
