Look at how some perform better than others, mostly Vader, Chewbacca, Phasma are the worst. And many other just appear when like most of the animation already finished... And it happens in Spawn screens aswell. It was all good from launch though.

Especially after https://youtu.be/QZtm40MJBGc?t=1m20s 1.13min you can see that the animations aren't loaded quickly enough and half the animation for Boba is already played while he is not visible. Then the next time you click Boba they appear much faster.
This is not the case for me, but I can only test PC.
