Character stuck looking up

Summarize your bug No matter what game mode I selected my character is stuck looking up. When I invert the y he is stuck looking down. I have uninstalled vjoy and have uninstalled and reinstalled the game and it still does not work. What can I do to fix this?

Steps: How can we find the bug ourselves? I do not know how you can find the big yourselves whenever I load into the game it just makes me look straight up. I have not done anything to cause this.
What happens when the bug occurs? When the bug occurs I just look straight up and cannot look around.
