Characters can shoot/block on the ground before they stand up after a push/stun

I'm pretty sure this is the same issue as reported in the forums already - search on "stun".

No, this was supposed to be fixed with the August patch, and mostly is, just in some cases (like on the video) there are still issues.

The issue is still happening in the January 2019 build.

I'd also like to add that not only shooting, but blocking on the ground is also possible.

The earliest type of this bug was: Players can shoot while still being stunned or ragdolling over the ground. And that one is (mostly) fixed.

However, right after that bug was solved in the August patch, players are now able to shoot while recovering from the ground. So if you are pushed to the ground of for example frozen by Kylo, you cannot shoot. But when your character is starting to stand up, you can already shoot.

The video you provided really shows that players can still shoot while standing up.
