Looking at the clip you linked it appears that some of what's going on here is the handicap.
Look at this clip I made just tonight. In it you can see that Rey is completely within the AOE of Freeze and is NOT blocking yet the game ignored the ability completely. After letting myself get killed to see what level the Rey was, turns out she was a 19.
@VetteC5RX who knows what's causing these issues. I haven't heard anyone say what you're saying and in my opinion I just think the game is so buggy (H v V) with abilities not registering a lot that your theory looks possible but I doubt they would handicap higher ranked players or everyone would just make low rank accounts or even stop playing the game. Too be honest If this next update doesn't resolve a few issues that have been ruining H v V I'll stop playing this game anyway

@VetteC5RX I forgot to mention also that your theory there's no way of telling if it's true because there's a bug where u can't even tell who a low level is with the stats being messed up. Look at my screenshot. The grievous has a low level then later in the match the same guy with grievous is a high level. I've noticed since the last update all the stats are messed up so sometimes it might look like a low level has killed u when they're not a low level

@o_JA50N_o The reason I came to the handicap conclusion is because I’ve spend hours specifically dictated to testing the theory to try and determine if a pattern or consistency is present ... and there is.
if you don’t do that it’s going to be much harder to consider what the issue is beyond just a “bug”.
Actual bugs fall into two categories no matter what; those categories are:
1.) completely random
2.) specifically generated
Specifically generated bugs are things like map glitches or a bug that causes an error with a specific action that’s repeatable. Random bugs are ones who’s problem occurs at random and cannot be repeated 100% of the time by doing the same thing.
Taking my Kylo who is level 260 and comparing it to my friend who’s is level 9; if I am observing consistent instances where my abilities are being ignored and his are not that’s not concrete but it’s a start. It indicates that the issue isn’t a bug because BOTH of us should experience the problem to SOME extent but we’re not.
from there you keep making observations, both with random players as well as with other friends.
The consistent pattern is those who experience “issues” are higher level.
Keep in mind this is SEPARATE from actual bugs which we know ARE in the game.
my testing was SPECIFIC to in game mechanics attributes such as, observing my dodge / evade ability compared to a lower level with the same character; something like that is not a bug, that’s the programming.
I am also seeing bugs and that’s not what I’ve been tracking.
so, yes, there are still plenty of bugs in the game but that’s unrelated to the specific items I’ve been testing for and those tests DO indicate that a handicap has been applied. That combined with the bugs makes the gameplay beyond bad.

@VetteC5RX @Well if what you're saying is true then that's a disgrace and completely unfair. No way should any developer be allowed to handicap any loyal player that has a high rank due to their dedication. What about the people who have a high rank but are bad at the game? They get handicapped even more. The thing with your theory is no-one at DICE will admit this is true or there would be bedlam
