Deluxe Edition - Perks/Crates on Multiple Xbox Live Accounts

I purchased the digital edition months ago for my son using my xbox live account since he's you know, 12 and doesn't have a credit card.  We played the beta and he had the Rey skin so thought things were fine.  Playing the early release now and he has none of the deluxe edition content on his account.  I have it on my account though.  Please tell me that there is an issue and not that EA doesn't allow access for all accounts.  SWBFI worked across all accounts.  We have Battlefield 1 Premium Pass and that works across all of our accounts.  My kid is pretty bummed and I'm second guessing my $70 purchase at this point!  Show some common sense here EA and fix this please.  An explanation would be most appreciated.  Thank you.
