That error typically means you have unsupported hardware.
Post a DXDIAG report so we can see what you're working with.

While the report looks pretty clean, check out the Diagnostics section at the bottom. There are multiple issues showing up down there that may be contributing.
If you haven't already done so, try a different version of your AMD drivers. Plus, turn off all overlays (for now).
Also, turn off DX12 (in-game setting), if you have it on. You'll see in this forum that DX12 is problematic with this game.

so i used DDU to strip out the drivers and installed the oldest one it will let me with the graphics card.
i have less issues showing now on the DxDiag
i cant get the game to launch to turn of DX12 and cant seem to find a setting to turn it off without launching
still no luck
