My friend in Birmingham, UK is having issues w/ EA Access also. It appears Xbox Live is having an outage in Europe and some parts of US. EA Access Hub app on Xbox is showing he does not have a subscription but when you go into the Xbox setting>billing: it shows his subscription expires Nov 2018. He also confirm on Microsoft's website his subscription expires in Nov 2018. He did a manufacture reset of his system and wiped out his internal HD in the system, still this did not work. Had him clear his IP on the Xbox, again did not fix it.
I'm going to assume it Xbox Live at this point. Here is a link for status:
