I recommend updating your Windows to build 1809. You'll want to search "Windows Updates" in the desktop search bar. 

It looks like you'll need the latest driver for your video card too. Try downloading the GeForce Experience which will help notify you and grab the correct driver.

So, I suspected that it was a network issue, and so I booted up Wireshark to see which IP address the requests for games gets sent to.

When I found that IP address, I attempted to reach it via tracert.

I couldn't reach that AWS Server. The connection times out and I'm never able to reach the server no matter what I do. My Internet Provider isn't preventing the traffic either, because it leaves my IP and arrives somewhere at AWS, it just never goes any further than the first hop at AWS.

Sadly, I don't think this is fixable at all. This is an issue with AWS, and I highly doubt there will be any fixing it at any point with them.

I don't think updating video card drivers or updating to 1809 will solve a network issue.

    We also have a free "UO Trace" program you can download to run a trace route straight to our servers. If you feel it's a network issue I recommend running that test real quick so you can provide it to your ISP if they need to review it.
