I did try enabling the extra render settings.
What "extra render settings"?
I suggest you attach a DXDIAG report, as someone may spot something causing your issue.
Without seeing the report, I can tell you that you need to ensure your laptop lid is closed and the game is only using the external monitor.

Thank you for the response.
By "extra render settings" I mean an option in the settings menu that said uses experimental rendering. I forget the exact name of it. I can't open it back up right now but can later.
Here's the dxdiag report. - 2 years ago
Update: I dug out an old monitor I had and tried that out. I used the exact same cables, changing only the monitor itself.
Seems like that did in fact help. So far, this monitor isn't causing the same issue. I don't want to say for sure yet because it hasn't been very long. For all I know once I restart the laptop this monitor will just do the same thing as the last one.
But it is very interesting. I would not have guessed that using a different monitor would change anything.
This monitor isn't the best. I'd like my other one back, so I'm still troubleshooting. At least this will be good enough in the meantime.
