Extreme texture pop in

Summarize your bug I get massive texture loading issues. You can clearly see in this video. Terrain textures load extremely late. Some objects like crates or rocks don't load until they're about 10 feet in front of me. I do not get this in other games like Battlefield 1.

Steps: How can we find the bug ourselves? I get it by just walking around the map.
What happens when the bug occurs? Textures fail to load on time. They do appear but extremely late.
What do you expect to see? I expect to not have texture pop in.
