It actually works for me. Just defeated 2 Leias and 1 Lando in Coop with the Death Trooper (although not an Infiltrator) and all three counted. My current progress on the milestone is 23/30.
I can confirm that this is still an issue in Co-Op mode on PlayStation 4 as of 3/5/2020. Defeated Leia on Tatooine while playing as a Death Trooper (Enforcer) and received no credit towards the "Fight as One" Challenge following completion of the match.
Adding my voice to the frustration. I had got to 19 out of 30, months ago by sheer circumstance and luck in modes like GA then a few weeks ago it started tracking again. I got to 22 and it stopped.
Since then I have killed Phasma, BB9e, The Emperor, Bossk and Chewie countless times in COOP and still no joy.

I was going to test this today but got sidetracked. I'll have a round of tests tomorrow again, so I hope to tackle this. I'm now aware milestones can be completed in Co-Op, I have unlocked 3 of the 4 new weapons only playing there, and the most recent milestone I unlocked there was the T-21 Burst mod. I'll share here what I find.
