You definetly aren't alone. I am running 2080 , and can always run on max ultra settings, but within the past couple days since some update, 10-25-2019 - 10-27-2019, massive FPS drops / studdering in both the menu and in-game.
Hope they fix this soon!
I also finished Windows Update, tried Full Screen / Windowed, etc, still the same...
