It's something that happened when the game updated for TLJ, if you open up your task manager you'll probably see your cpu and gpu hit 100 percent load in menus or the beginning of a match. I don't know what it is and I don't know why but EA hasn't given us anything to work with or noticed there is a problem.
Some people say rolling back their drivers off of 17.12.1 for AMD cards works but I can't get it to work.

Microstuttering/Lag
Read that thread there might be some idea's or temporary solutions in there. None have worked for me but you can give it a try.
