I am having these problems too. I am using an Nvidia 1080 Ti. I've tried fixing it by:
-Capping Framerate
-Disabling G-sync
-Downgrading windows 10 to before creators update (version 1607, clean install)
-Updating to Windows 10 1709
-Tried Nvidia drivers 387.92, 388.00, 388.31
-Changing pre-rendered frames from 1 to 3 and vice versa
-Game installed on SSD and HDD, no difference
-DX12 (worse stuttering, but DX12 typically has issues on Frostbite)
-HPET on and off, no change
-Turning off all my overclocks, no change
-Game mode on or off, no change
Nothing seems to help, but I did discover it happens when loading new assets (first time loading a character model, sound, texture, etc.) I noticed when monitoring GPU usage that GPU usage drops to 0 every time it stutters and then back up to 100% afterwards. It's definitely this game, because Battlefront 1 works great on the exact same setup. I would love to help the devs figure this out so I can enjoy the game.

I figured my problem out, but likely not your problem.
Mine was a weird obscure problem I guess.
Get this, I am using an XBOX Controller over Bluetooth to play the game.
(Yeah Yeah. PC Version, why use controller? haha)
Anyways, the controller kept cutting out when the game froze/crashed. I figured this was typical.
But what was mostly happening is the controller was losing connection to the PC when the game crashed.
The controller should maintain its connection, even if the game freezes or crashed right?
*SIGH*.. So I replace the batteries in the controller and not crashes anywhere since...
I tested the batteries and they were half full, but apparently not enough to keep a strong enough connection over Bluetooth.
So my controller, it looks like, was the cause. *DOH*....
I'm so sorry truly, I hope you find a fix, playing Anthem is just a terrible bug I hope you find a better game to play what game is just horrendous sorry you were tricked into buying it I really feel your pain
Same here! Only thing that helped a little bit was, turning V-Sync on and capping the FPS. It stops the stutter a little bit, but it's still unplayable on multiplayer.
Hope they'll see these posts soon and fixes the bug.
This is happening across all platforms. Every single person in both PS4 and PC version matches I've come up against in PVP have said they are getting massive glitching, server lag etc. This isn't specific to your PC, this is a platform / server side issue. They are either getting DDOS'ed or having performance issues. If EA/Origin says otherwise, they have no clue what the issue is.
My entire clan was experiencing the same issue in the same match so it's not all of our ISP's around the world that are experiencing service issues and it's not all of our installs / game files. We've all updated drivers, we've all enabled V-sync and we're all still experiencing the same problems being reported. So much so that a number of our guys played 1-2 matches today and said, "forget it, it's too buggy".
In this topic, only I have stuttering on the cutscenes?
The game is all the less good, but in the cutscenes is freezes begins. BUT if you run a repeat mission (not the entire company), then everything is fine.
