Game looks pretty blurry/pixelated at 1080p?

Hello everyone, ever since i re-installed the game last week, Ive noticed the game looks really pixelated/blurry at my native res of 1920 x 1080, ive changed the settings to 100% res scale, made sure my windows scaling was correct, and yet it still looks not good. (I am using an RTX 2070 Super, which should be more than enough for the game to look good) And the thing is, when i look at a youtube video with an RTX 2070 Super at 1080p at 100% res scale, it looks just fine! but only my game is messed up? The video in question

https://ibb.co/647ZwVP A video of it i uploaded to reddit Its rather subtle sometimes, but it is so horribly visible ingame for me. (and its not just my monitor, its the same on all other monitors ive tried)

Things ive tried:

Re-installing graphic card drivers

Verifying game files

even messing with res scale to 150 makes it better, but its still there a little bit.

Any help would be appreciated, i can supply more evidence of the effect if needed. (also im new here, so hopefully im not doing anything wrong)
