LOL! That's new indeed, or it was a LAG issue. Did the player respond on chat while this happened? If so then this is indeed a new BUG.
Hey @Battlecringer. Just an FYI.. Issue has been sent to developers for consult and repair. Here is a work around that helped me.
Note, when it happens, stay alive until the timer runs out and you can activate the sharp shooter again.
After 2 secs, you can deactivate it and run to catch up on the action or use it really fast and it get your regular character back.
