Steps: How can we find the bug ourselves? Just leveling Hero's above required upgrade level
What happens when the bug occurs? Unable to unlock cards

I noticed my Anakin wasn't level 4 on his star cards I used and I have him now on level 31 and I knew the required level was 25 to upgrade to level 4 but when I go to do it it says it still is locked and requires Anakin level 25 to unlock.
