If I've earned/unlocked EVERY hero AND villain, why can't I use them in game (galactic assault) once I've earned enough battle credits? I'll have the necessary amount and the ghosted hero/villain wil...

There can only be so many of them in play... Not all the heroes/villains can be in play at once. I think the max is four. If you have enough credits and it won't let you buy one, then you gotta wait for one to die. Either that or pick something else and keep playing.
