high CPU usage

so when I first bought this game I wasn't having any trouble running it, but recently every time I start it up it CTD, and I keep getting frame stutters, it seems like this game is putting a lot of strain on my CPU which is the first time I would have had a problem like this with any game, my processor is a I7 4.0ghz is that not good enough?

    The solution is very simple. Limit the game FPS to 60 or 144 fps (depending on your display refresh rate)

    You can use MSI Afterburner or Nvidia Inspector for that.

    I've been getting this as well. Causes high load times and stuttering in game to a point of being unplayable. So far, limiting the frames has done nothing for me. I've heard that it may be a problem with the latest windows update (spectre?) but I can't confirm that.
