@EA_Atic is anyone aware of this bug, or am I (and the other 2 players) experiencing an isolated issue? Is this the way lunges are supposed to work? If so can we consider tweaking it?
Thrust Surge description says GG lunges FORWARD, but says nothing about attacking targets mid air. Is this something that can be fixed in the future so he no longer "pins [you] down" mid air?

This is an issue that they are constantly pressed on by both sides: those that can't take sabers hitting with unbelievable range or delay, and those that can't take sabers not hitting when the connection was clearly visible.
Server dispute and ping play a huge role in how we perceive the game. When they improve saber connections, you won't see a clear hit missing, but you'll see a clear miss hitting. When they improve the evasiveness, you'll stop seeing clear misses hitting, but you'll start to see clear hits missing.
Of course not everything is balanced equally, so that might explain why only some special cases produce this undesired effect you're reporting here.
I myself usually play with high ping, so getting hit mid air at the peak of my jump by a character on the ground is normal and I accept it. But recently I found myself on the other end, hitting someone midair at the peak of their jump while I was in the ground with Rey's long lunge attack. No high ping would explain that. So maybe some moves are still with improved connectivity while others are not, as it's very clear to me we're passing through a moment in this game's history that 's favoring saber evasiveness, rather then saber connections, in this endless tug-of-war since patch 1.2 came in february 2018.
Not sure if they'll ever be able to please both sides, but IMO we're exoeriencing one of the best moments of this game for saber users playability, so I'm not too bothered.
And about GG's Thrust Surge, not only it has a very powerful tracking property, but its hitbox is huge. It extends both forward and upwards a lot. I had opened a report about it a long time ago: https://answers.ea.com/t5/Bug-Reports/Grievous-s-Thrust-Surge-Far-Hit-BUG/m-p/7288971#M20764

Very good points, and I completely agree about Saber combat being at its prime right now, as a whole. I suppose ping and laggy display would account for plenty of incidents where hit box detection/lunging is not actually the issue, but maybe some small tweaks would eliminate the potential for the issue happening all together, even if you are playing with high ping.
Lunging Changes?
1) Reduce the lunge distance, but allow the player to attack sooner after a dodge. Then, "lunges" would have a more accurate manual execution, with a shorter-distance automatic lunge.
2) Change the distance/range that decides whether the attacker will lunge or stay in place and attack. You can still lunge at targets from a reasonable distance, but if the target dodges at the right time the target will roll out of lunging range, and the attacker will not lunge and follow the target through their dodge (currently, the attacker lunges/tracks the target as they are dodging, and places them right next to the target again, ready for another attack, or resulting in some hits landing immediately after the target finishes dodging). This would still allow for lunges to track targets if the attack was triggered after the target has already began their roll, resulting in the attacker rightfully hitting the target after they complete their roll.
CLAW RUSH is also the worst. It definitely should NOT hit you when you are at the peak of your jump, or reasonably high off the ground/floor. The horizontal hit box is absolutely ridiculous as well.
I almost feel lunging has gotten too good... I remember back in the day always having to dodge to close the distance before attacking in order to strike someone as they were running away, or someone just far enough away that you won't lunge. Now it seems you just need to keep your aim on someone and lunging/tracking will do the rest.

Here's some footage of how big Grievous's thrust surge hit box is. Needs reducing in my opinion
