How to unlock the IQA-11? Information wrong?

Specialist class:  It seems I've unlocked the A280-CFE, but not the IQA-11.  Information I've located on line indicates the A280 requires 200 kills and the IQA only 50.  Even the game itself indicates I only need 50 kills to unlock the IQA, but I'm still unable to use it.  ><  Is this information backwards?
