identify display icons

This might be a stupid question, but I cannot find the answer anywhere:

I am playing the single player campaign, and there is a yellow bar on the HUD with what looks like a lightning symbol by it.  Some stormtroopers also have this icon above their heads.  

What does this mean/represent?  I am going seriously batty trying to find the answer.
