Very nice that you have created so many videos to provide substantial proof for the issue.
However, after performing some test myself, I found that this is an arcade related issue, not multiplayer related. I've just done some tests in GA and Strike and came with the results below. I got the card on purple on all the tests that I have performed. I chose the weapons based on your observations.
GA OFFICER, NO WEAPON ATTACHMENTS
RK-3 without: 5.9 s
RK-3 with: 9.9s
DH-17 without: 5.7 s
DH-17 with: 10.1 s
This is indeed different then the numbers you have found, which is very much possible. The game has different mechanics for arcade and multiplayer modes. Therefore there are some bugs only related to arcade while others are only present in online modes. Another example of this is that you can one-shot any class in arcade with the repulsor gun.
I've provided a video showing above 2 observations.
Again, this makes me seriously wonder why they have a different mechanic system for arcade than in the online modes. I don't see the point of having two systems which differ slightly from each other.
I find it extremely likely that there are more star cards that have these kind of issues. Hopefully we can see a fix for this one as well. The developers can just look at your list and see which weapons have the problem and which don't.

I was so impressed by your great work. So I tried to check the cooling time of those weapons. 🙂
And I failed, I could not understand the equation. ( Exitoverheatdelay? OverheatDropDelay? 😞 -> 😢 )
It is hard to calculate the time. The attached file is a by-product. (The activecooldown time zone chart.)

The way I started counting time was.
1)Timer starts when I hit the yellow zone 1st time
2) Timer ends when the yellow bar what appeared after I hit that yellow zone 1st time disappered.
plain and simple. And that was done without and with the Expert Weapon's Handling starcard.
And it seems it may give you different times in multiplayer versus arcade. But some guns do give less time than the card should give you in multiplayer still and that is indeed a bug and needs to be fixed.
The process how I was counting the time Is still visible in every single of the videos I made, if you watched them
I repeated the same process with every single weapon as you can see in my videos.

The more time passes, the more they make arcade different from MP. Just so we can't test things on our own and are left in the darkness.
I'm working on a compilation of all Broken/Bugged/Worthless Hero Star Cards, but it's taking far more time to work on it because of the lack of Splitscreen on PC and the unreliability of Arcade. I'm doing everything first on Arcade, and then going to MP to verify my claim.
The time I've put on this, and the time many others around here, like @Starwarsnerd9000, @Sati_Sati, @DYSPROssium, have been putting on these is such a considerable amont, that:
If DICE allowed us some kind of testing environment, this game would surely have far less BUGs because of the amount of time and effort WE put on this for FREE.
I hope they change their minds after realizing how that would help them. As they enlist Moderators free of charge, why not testers as well? And not that EA testers program that never actually calls me to do anything, and have the most selfish and childish reasons to enlist (play free games, play games before others do, or a truthful desire to help beloved EA)
