Hello there, I am posting this video and text of @Viciamento here as it also shows this issue.

Anakin unable to attack or block - Here, I was unable to activate Retribution for some reason and after being choked by Vader I could only use the Passionate Strike ability. Also, there's still some flickering from Darth Vader’s choke. - https://youtu.be/HA8Cga3HY1w
