Two weeks into January and this is still an issue

    Yeah, I just assumed that it was because no ship in orbit would take orders to bomb their own side with an orbital strike...but then the controls allowing you to try should be disabled.  The ATAT on Endor is not as fun as the ATAT on Hoth because of this.
