I thought this was just part of the game....

I mean, the rebels hijack at AT-AT so blasters/cockpit controls work, but the orbital strike i figured the rebels couldn't use on endor because it's an empire asset/capability

If the Rebels can steal an AT-ST and trick the Imperials to open the backdoor to the shield generator in Return of The Jedi, then they can trick a nearby Imperial starship to fire an orbital strike on a "friendly" group of Imperial troops.
