It appears you're experiencing the ping site bug. It's a known bug/issue. They're working on a fix but when it will be available is anyone's guess. This has been going on since early this month(July) so a solution this month looks unlikely. Do a search on these forums about "ping site issue" or "empty lobbies" and you'll see that you aren't alone in suffering with this bug. Many have tried repair installations or complete uninstall/re-install with no success.
I've found the only work-around to be joining friends who are already in a game. The real solution should be coming soon, at least one would think. It is a game breaking bug for all effected by it. Sorry you and others are having to deal with this bug.
- Oh ok yes, thats exactly right because i will have a look at friends online who are playing and then I will try join there game and the message will come up saying on the wait list for this game as its full so that doesn't seem to work either. Abit annoying when BF2 is all I play.
