l Can't play South African servers

I Live in south africa, there are alot of players, my friend ALWAYS plays on servers with 6ms(he from South Africa too). When I search for SA servers I play on EU servers. I can't join his match even if he is in a South African server. It just does nothing when I join him. I can't play on SA servers. My Friends say it's something to do with my IP. Can someone pls help me?
