Same issue, restarting doesn't fix it. Opened a support ticket and they had me clear caches + "repair" the game. No fix yet.

EA_David, this is how it manifests. There is a lock icon. Even though we have met the requirements, we cannot upgrade Star cards from the Last jedi DLC, being disadvantaged compared to players who can upgrade them. I am rank 50, just as some users here.
