I have the same problem. I'm running an RTX 2080 Ti and i7-8700K 3.70GHz with 16GB RAM and get about the same performance as you described, so it can't be a hardware issue. My game also crashes every time I try to play any matchmaking so I really hope they fix this soon.
I didn't have my game crashed as some people described it but it's borderline unplayable. It really broke the game.
I agree, I was really excited for this update but this is a massive turn off. Hopefully they're working on a patch right now.
