If devs don't actually change the mechanics of closed vehicles, all abilities with enough reach will every now and then come to the attention of the public for this exact reason. It was first mentioned about Palpatine's Chain Lightning killing the AT-AT driver, which when patched became the mess we remember very well, as for one month that skill was useless due to a BUG.
Then we had Bossk's dioxis hitting the AT-AT driver, which was supposedly fixed (I never tested it myself).
Now there are talks about Luke's Push hitting the AT-ST driver.
The idea isn't to change these abilities, but the vehicles. Imagine a bold Luke jumps close enough to the AT-AT on Hoth and pushes the driver to death? As far as we know, devs tweaked palpatine's chain lightning and bossk's dioxis, but not the AT-AT itself.
I wouldn't be surprised if Chewie's Slam and Yoda's Unleash could also kill the AT-ST driver. Maybe even Han's Detonite (although that is an explosion, maybe it's in a different category). I imagine a Yoda passing underneath the MTT and using unleash upwards in the exact spot the driver is, killing him, or Chewie too, doing a slam right under the driver's seat in the MTT.
And when the new Heroes and Villains come it'll start all over again.
Closed Vehicles should be tweaked, not the Hero Abilities.
@RogueZeroRendar is right fix the vehicle mechanics. Yodas push does hit the driver of the AT-ST if positioned correctly. Tried it on Endor it hit the driver but didn't kill them. Bossks dioxis still gets the AT-AT driver, so that is not fixed at all.
