its wierd the issues has comeback , it seems to be related to some cache files even though i turned off/on tried both and still got the stuttering if you keep loading the same map you wont have issues but once the cache is cleared and need to be re downloaded the issues comeback...

I checked your Video and your specifications. Because you say that in SP you don't have any problems, i need to ask you the one stupid question:
How is your internet connection? WLan / Direct Cable, How many KB/s or MB/s Do you have, if WLan, is your Router and Receiver/Hardware optimal installed etc.
Why i ask this stupid question:
First i thought maybe your CPU is not strong enough (Online Gaming can take a lot more resources of CPU, pends on the Game-Engine, Servers etc). But in your video i saw that it is the most time between 50-60% so that should be fine.
I had in a game the same problem, my game play looked exactly the same as in your video. This was when i had a bad connection (lower than 800/700KB's). With 1 MB's i had never this problem. So maybe the connection could be a reason.
Also check if there are other tasks behind that taking MB from your internet connection (Windowsupdate shi.... , firewalls etc).
I'm not super Computer expert, just try to help and tell how i fixed my problem. I hope you can fix it 🙂
