Do you use Discord Overlay? People have been reporting issues with Discord Overlay and the lack of control ingame. If it isn't discord and you do use anything else that applies an overlay, try not using it to check if that solves the issue for you.
Besides that I have no idea what else could cause this. I'm also a PC player and this has never happened to me in this game, and I play it since pre-release
