I tried to find a video about this since I have encountered it, but sadly I think I removed it.
Basically what happens is that the lightning of Palp does hit the enemy and is actually attracted to the other player, but no damage is dealt. It doesn't happen often, but it certainly happens.
This is a hard bug to tackle since it seems that very few players have ever encountered it and actually thought it was a bug. I hope I get a new footage someday so we have more proof.

Just curious, but what does the team do with the information? Are there persons trying the steps out to see if they can find it? Or are they going to look at the code first?
Is there actually a selection made of which bugs they will try to find and ones that are obviously false?
From personal experience, I know that it is important to know the exact steps and ways the bug behaves, so it can be tracked down more easily.
I am in no way a developer, but just curious what happens next 🙂

I can't go in to much details on how everything works. But we gather the data, reports and sentiment from the forums and that information being sent over to the devs for investigation like bug reports or issues that comes up. And sometimes if they need more information you can see me asking for some information or help from you as player on the forums that will help with the investigation.
