Palpatine's basic attack does not always deal damage

Summarize your bug At times when playing as the Emperor, his basic lightning attack does not damage enemies, even though the animation clearly shows that they are being hit.

Steps: How can we find the bug ourselves? Play as Emperor Palpatine and attack some other players.
What happens when the bug occurs? The other player is shown as if the lightning struck them, yet their health remains the same, and you don't get the damage indicator.

Here is a video of this phenomenon, though it's a bit chaotic and hard to make out. However, it is clear at times that Luke is being hit, yet there is no indication of that, nor is there any change in his health.
