Yes, Palpatine has been mentioned in the patch notes quite often 😳 Even in the latest release notes...
However, we're still getting mixed reports about his abilities. I'd be very grateful if you could check how the Emperor is doing after today's update and let me know if he's still broken.

Played as Palpatine right after today's patch in Galactic Assault.
This bug is present, in fact, this only started for me today. I think I had a 56 kill streak at the end of the match, while I only spawned as him in the penultimate phase...
And yes, not only did I hit random people, the damage output was huge aswell. Basically everyone just died before I even saw them, felt like I was using some cheat.
And don't get me wrong, Palpatine's damage output was in need of a buff, took way too long to kill simple troopers. But this is quite an overkill now, lol.
I've played ga pretty much every day since launch but in recent weeks I have almost given up due to this palp spam. He clears entire rooms you can be around corners and cover and still die lol. Lots of 100 plus eliminations yet same players lose on the light side as they have not got this exploit. New players will quit and as a veteran I am thinking about just sticking to non hero mode. Please EA sort it, suspend his use in ga till fixed. He's killiable on heroes vs villains. P.s he melts a full health wookie warrior using fortify on less than 15 seconds tried repeadly to use overload on them multiple maps
