Pixelated, Blown Out, Flickering during cut scenes and load screens on PS4 Pro

Summarize your bug I am having some major graphic issues in the game. All of the cut scenes, opens, and movies appear pixelated, blown out, and/or flickering. In addition, the loading screens appear very blown out and then just before the game starts, they get darker to what they should be or closer to it. All in game graphics seem fine.

I am having some major graphic issues in the game while playing on my PS4 Pro on my Samsung 4k TV. I have attempted to adjust ps4 and TV settings to help the issue, but it does not help. All of the cut scenes, opens, and movies appear pixelated, blown out, and/or flickering. In addition, the loading screens appear very blown out and then just before the game starts, they get darker to what they should be or closer to it. All in game graphics seem fine.
