    I found a solution for this. I had an old vJoy (controller) driver installed from a while back. Uninstalled the driver. Fixed the issue.

    If you're having this issue I would look at what controller drivers you have installed.

I also had a vjoy installed.  I deleted it and everything now works fine.

Go to your device manager screen and check under human interface devices.  If you see vjoy delete it.  Mine was a Microsoft joystick.
