@google1701That's exactly what happened. EA pulled the devs plug so that Scarif update was essentially a race against the clock for them.
The OT trilogy supremacy mode is the only one without a Dreadnought phase. You're right to say that it appears unfitting that the Scarif map was just thrown into the game without any further context.
Grievous' claw rush was probably only released in that state because they didn't have the time to test and find out anymore.
Plus a lot of bugs that still need to be adressed. Even if the support just continues to fix bugs, time and money is needed for that as well.
Let's look at when and how the celebration edition was released, in that light it just appears like a final try to monetize the game again for a bit, in a manner of damage reduction. Essentially all these free updates like a measure to reestablish a positive image of the game, the devs and EA. Then EA itself realized that in a financial way this doesn't really offer much for them on the long run. Think about it, no monetization in form of purchasable DLCs, all free update, the celebration edition being the only exception.
Mind the update after Scarif. A very small one, but it fixed a block bug of Maul as well as the claw rush if GG.
It improved the gameplay, but it was basically a voluntary work of one of the devs by what he can do with his own hands.
Idk exactly if he received any salary/tip for that work, but I doubt it.
Sad. It is like with movies. There are the creative ones on the one hand and the people with money (interest) on the other hand. Because they do not come together to listen and talk, we get what we get... or better: we DO NOT get, what we want!
After all it wouldn´t be any problem to just put "Scarif" into the Instant Action / Arcade, would it?

@google1701Could be possible to do with mods, same for these campaign maps like Vardos, Pillio etc. that were unfortunately never re-used again for any further purpose.
