I noticed it too. I was playing a team battle and there was one enemy life left. I saw a specialist and charged him. I ended up hitting him and nothing happened. A quick shot to the head ended him though.
How does Arcade just randomly develop these strange bugs from things that worked fine in the past? Do the Co-Op AI work?

It works on Co-Op AI (should work on Instant Action as well).
Good question. They rarely ever touched Arcade all this time, and for some weird reason Arcade keeps getting these weird BUGs, and they just keep piling up.
But at least the hidden damage reduction BUG on Splitscreen was miraculously fixed sometime ago, as that really messed with any attempts at testing this game.
It does seem to work in Instant Action. Since the game’s no longer receiving content updates, I hope something good can come from it like focusing on the remaining bugs. But that’s probably wishful thinking.
