Ps4 Pro loud system fans during loading screens

Any game mode loading screen immediately sends the fan into overdrive and the PS4 then shuts down thinking it is overheating. The system then has to check the internal and external disk drives on re-start.
Since release I would estimate only 5% of the time I have been able to get past the loading screen and play the game. The issue is definitely related to the loading screen (any mode) and impact on the system performance and fan.
No other 4K HDR game is causing this including Horizon Zero Dawn and GT Sport.
I have tried turning off HDR from the PS4 settings but the game still shuts down during the loading screen with the fan spinning up extremely noisy. I have cleaned the unit and have no other issues with any other games.
Is this a recognised issue? The game is completely unplayable and if no fix is being worked I am wondering if I can get a refund?
