@VelantegSo you are not on 100% CPU always and this is a different issue? Then.. maybe try without vsync and and switch between borderless and fullscreen. If you are facing enemy and the issue presents itself only at that time, then your pc is having trouble animating/rendering enemy players. Try lowering shadow (to medium or low) AA, HDR, ambiet occlusion or dynamic light effect settings.. might be helpful.
