If you're using an NVIDIA card, you could also enable an driver-level limiter through the NVIDIA Inspector tool, so you don't have to run an program in the background.

Is there a specific "inspector tool" that is needed or?
Never in my life have I experienced this with a game and I have no idea how to deal with it.- @JayboyTV

But to be honest, after testing it myself I don't really see the point in limiting your frame rate.
All it does, at least for me, is making the loading times longer and causing stuttering in fights.
I think the game is intentionally unlocking the frame rate while loading to fully utilise the CPU to load faster.
