I've had this same problem on PC.  Not sure why they can't just force it to unlock themselves.  Every chat tells me things that every pc player would do.  These guys literally waste my time by trying to google answers. The challenge actually glitched further when I was talking with one of these people and now it says 25/26 instead of 26/27.
