This issue was deemed fixed back in June 2018 in the Hero Starfighters Patch (06/28/18). The text was wrong and was then fixed accordingly. In the latest patch the Star Card's value was changed, and now it reads 30 at Epic Level instead of the previous 40.
I'm currently checking old reports I opened and giving them an appropriate solution post if they've been solved. I'll do it occasionally to not flood the 1st page with something that's akin to necroing posts (which is against the rules). If moderation wishes to close the report after my solution post, feel free to do it (I would do it myself, but I can't as I don't have this power).
